Ct. App. D. C. Certiorari denied. Mr. Justice Brennan would grant certiorari and, as in Colorado Springs Amusements, Ltd. v. Rizzo, supra, remand case for determination of petitioner’s constitutional contentions giving appropriate, but not necessarily conclusive, weight to our summary dispositions.
