[1] The appellant is appealing a decision by Justice Pinard, who found that the Federal Court did not have jurisdiction to hear the action filed by the appellant. [2] The issues raised in the appellant’s action are undoubtedly purely contractual and do not raise any questions regarding the Bills of Exchange Act, R.S.C., 1985, c. B-4. More specifically, paragraph 23(a) of the Federal Courts Act confers jurisdiction on the Federal Court in relation to bills of exchange as long as the federal Crown is a party to the proceeding, which is not the case here.
