             Although the appellant in these proceedings is the Secretary of State, we refer to the parties as they were before the First-tier Tribunal ("FtT").
             The appellant appealed the decision and his appeal came before First-tier Tribunal Judge Robinson at a hearing on 18 April 2023, following which his appeal was allowed in a decision promulgated on 10 May 2023. Permission to appeal was granted by a judge of the FtT.
