The applications were made outside the Immigration Rules and refused on 1 st May 2013. The ECO considered the applications under Appendix FM of the Immigration Rules, and the Secretary of State�s policy for dependants over the age of 18 of foreign and commonwealth and other HM Forces� members, and with reference to Article 8 of the 1950 European Convention on Human Rights (the 1950 Convention).
