The case originated in two applications (nos. 25218/15 , and 25251/15 ) against the Republic of Malta lodged with the Court under Article 34 of the Convention for the Protection of Human Rights and Fundamental Freedoms ("the Convention") by Mr Gerardo Jose Ruiz Pena, a national of Venezuela, and Mr Richard Andrews Perez Oberght, a national of the Dominican Republic, ("the applicants"), on 1 July 2015.
The applicants were initially unrepresented. The first applicant was subsequently represented by Dr Y. Micallef Stafrace and the second applicant by Dr F. Abela, the latter from the legal aid office in Malta. The Maltese Government ("the Government") were represented by their Agent, Dr P. Grech, Attorney General.
