The case originated in an application (no. 14249/07 ) against Romania lodged with the Court under Article 34 of the Convention for the Protection of Human Rights and Fundamental Freedoms (�the Convention�) by a Romanian national, Mr Ș tefan Vasile Lazăr (�the applicant�), on 3 May 2004.
The applicant was represented by Mrs C.R. Cherecheş , a lawyer practising in Arad. The Romanian Government (�the Government�) were represented by their Agent, Mrs C. Brumar, from the Ministry of Foreign Affairs.
In a partial decision of 5 February 2013 the Court decided to join the present application to application no. 42605/07 ( Luca v. Romania ), to communicate to the Government the complaints concerning the applicant�s conditions of detention in Jilava Prison and the alleged unfairness of the criminal proceedings against him and to declare the remainder of the application inadmissible.
