The case originated in an application (no. 3869/07 ) against the Republic of Cyprus lodged with the Court under Article 34 of the Convention for the Protection of Human Rights and Fundamental Freedoms (�the Convention�) by Mr David William Thuo, a Kenyan national, on 16 January 2007.
The applicant, who had been granted legal aid, was represented by Mr M. X. Joannou, a lawyer practising in Nicosia. The Cypriot Government (�the Government�) were initially represented by their Agent Mr P. Clerides, Attorney General of the Republic of Cyprus, and subsequently by Mr C. Clerides, his successor.
