The case originated in an application (no. 70502/13 ) against the Republic of Bulgaria lodged with the Court on 31 October 2013 under Article 34 of the Convention for the Protection of Human Rights and Fundamental Freedoms (�the Convention�) by nine Bulgarian nationals whose full names and dates of birth may be found in the Appendix (�the applicants�).
The applicants were represented by Mr K. Kanev, chairman of the Bulgarian Helsinki Committee, a non-governmental organisation based in Sofia. On 15 January 2016 the President of the Section gave Mr Kanev leave to represent the applicants in all pending and future cases in which he personally acts as a representative (Rule 36 � 4 (a) in fine of the Rules of Court). The Bulgarian Government (�the Government�) were represented by their Agent, Ms M. Dimitrova of the Ministry of Justice.
