The mother was M who died on 6 th January 2013. She was a white British woman. The father is F. Father is a black British man who has told me that his family's roots are in Cuba and also the United States of America. Father is named on the children's birth certificates. He has parental responsibility for the children. The Local Authority in the case is Salford City Council. The children's interests are represented by their Guardian.
