THE JUDGE:� These proceedings concern a young boy, A, who was born on 1 st November 2013 and is therefore 8 months of age.� His parents are M, who is 22 years of age and F, who is also 22.� They share parental responsibility for A as F is named on his son�s birth certificate. �F is represented by the Official Solicitor in these proceedings following an assessment by Dr Lisa Rippon, who reported on 4 th March 2014, confirming that F lacks capacity to litigate.
Following his birth, A was in the care of his mother in circumstances that I will deal with in further detail shortly.� He remained in her care until 27 th December 2013 when he was accommodated by the local authority and placed in foster care, where he remains.
