This judgment was delivered in private. In these proceedings I am concerned with the welfare of one child, A, who was born in 2015 and is now 2 years old. A�s mother [M] and father [F] are both citizens of the Republic of Latvia. A has dual UK/Latvian citizenship.
Given the potential significance of M�s inability to travel to whether the Latvian court was �best placed� to hear the proceedings and whether such a transfer was in A�s best interests, I adjourned the application part-heard to a date after M�s appearance before the Magistrates, so that M�s ability travel to Latvia could be established.
I have today been informed that M entered a �not guilty� plea to the criminal charge and the proceedings have been adjourned for trial to a date in mid-September 2017. I have been told that M has been released on unconditional bail and that her ability to travel between England and Latvia is unrestricted.
