This is my second judgment in this case and comes at the end of proceedings which will have concluded a year after they were issued.
I am concerned with A who is two and a half.� He has been in foster care since 11 th March 2016.�
My first judgment was delivered on 30 th September 2016 at the final hearing of the local authority�s applications for care and placement orders in respect of A, and for a special guardianship order in respect of his older brother Z, who will be four next month.� At the conclusion of that hearing I made a special guardianship order in respect of Z, placing him with his paternal grandmother, MM.� However, in respect of A, I decided that there should be an adjournment to allow for full assessment of MM and her sister RR as potential long-term carers for him.�
