                  For the reasons stated below I have decided to refuse these applications.
                  The first named plaintiff is incorporated in the State.  The second plaintiff is incorporated in Bermuda.

                  The Azex companies subleased all the aircraft and engines to Azur Air LLC, an airline incorporated and operating in Russia ("Azur").
