      These proceedings concern the lawfulness of a series of decisions made by the Garda S�och�na Ombudsman Commission's (hereinafter "GSOC") starting with decisions to previously admit a complaint for unsupervised investigation under ss. 87 and 94(1) of the Garda S�och�na Act, 2005 (hereinafter "the 2005 Act") made on the 1 st of February, 2024 and culminating in a decision on the 18 th of June, 2024, to discontinue that investigation under s. 93(1)(c) of the 2005 Act.
      The Applicant contends, inter alia , that there has been a breach of s. 103 of the 2005 Act and of the requirements of fair procedures in failing to keep him informed of the progress and results of the unsupervised investigation and failing to afford him advance notice of the contents of an investigation report relied upon by GSOC in the decision to discontinue the investigation.
      In addition to a quashing order, the Applicant seeks an order remitting his complaint for determination by Fiosr�, the newly established Office of the Police Ombudsman by reason of concerns in relation to the effectiveness and independence of an unsupervised investigation conducted by An Garda S�och�na (hereinafter "AGS") in respect of its own members.�
      The Applicant returned to Ireland in 2013 and lives in County Donegal. Following his return, he claims to have been approached by an individual in relation to transfer of money, ostensibly to secure the release of funds on account in the UK. Suspecting ongoing fraud, he made no fund transfer on foot of this approach.� Instead, following the contact made by a person the Applicant identifies as a UK resident, the Applicant made complaint to the Garda� in October, 2015.�
      It seems that there the matter lay until 2022 when the Applicant instructed his current solicitors who are based in Northern Ireland.� It appears that they corresponded with both the Police Service of Northern Ireland (hereinafter "PSNI") and AGS on the Applicant's behalf.�
