Definitions

- Implemented in all countries: universal global adoption, not just individual states choosing.
- Military service: not just combat roles but also training, national defence, logistical support.
- Fairness test: whether compulsion is consistent with rights, justice, and modern security needs.
Assumptions under challenge
- Main: that conscription is both possible and desirable in all societies.
- Further: that military service is the most effective way of securing national defence; that states are justified in compelling citizens even when alternative civic contributions exist; that the benefits (discipline, unity, readiness) outweigh harms to liberty and fairness.
