Is a Wealth Tax an Effective Way to Address Inequality?

The essay prompt
An annual tax on the net wealth of the richest is often proposed as a remedy for widening inequality. Does such a tax actually work, and what are its main benefits and costs? Set out a case and reach a reasoned conclusion.
The stance
A recurring net wealth tax is politically attractive but a poor instrument for reducing inequality: it is hard to value and collect, it provokes capital and taxpayer flight that shrinks its own base, and it raises trivial revenue compared with the reforms that genuinely move the needle. Inequality is better tackled through inheritance, capital-gains and property taxation, so a blanket wealth tax is not an effective answer.
The case for
Wealth, not just income, is where inequality concentrates, and only a wealth tax reaches it.
Inequality of accumulated assets typically dwarfs inequality of income, and much elite wealth never appears as taxable income at all: it sits in unrealised capital gains, property and shares that an income tax never touches. A tax levied directly on net wealth is the only instrument that bites on this stock rather than the flow, so in principle it targets the very disparity that other taxes miss.
The case against
Recurring wealth taxes are extraordinarily hard to value and administer.
Income leaves a paper trail; wealth often does not. Valuing private businesses, art, pensions and offshore structures every single year is costly and contestable, which is why a one-off levy on a fixed valuation date is far more workable than an annual one. The OECD found that by 2017 only about five member states still levied an individual net wealth tax, down from roughly a dozen in 1990, largely because the running costs and disputes outweighed the modest yield. A tax that cannot be reliably collected is closer to a gesture than a policy.
