When, If Ever, Can the Killing of Civilians Be Justified?

The essay prompt
In what circumstances, if any, can the deliberate or foreseeable killing of civilians during war be justified or excused? Is there ever a defensible case for treating non-combatants as legitimate casualties of armed conflict?
The stance
No. The killing of civilians can never be justified. The principle of civilian immunity is the constitutional core of the law of armed conflict, the utilitarian case for breaching it collapses under epistemic uncertainty, and using civilians as a means of pressure violates the most basic demand of moral individualism. At most, incidental civilian death can be excused where it is genuinely unintended, militarily necessary and proportionate, but excuse is the recognition of a wrong, not its justification.
The case for
Military necessity: strategic civilian killing can shorten wars and save lives overall.
The classic defence of area bombing (Dresden, Hiroshima) is that breaking enemy morale or industrial capacity ended the war sooner and so spared more lives than it took. On this consequentialist view, an absolute ban on civilian harm is a luxury that costs lives at the margin when the stakes are existential.
The case against
Civilian immunity is the constitutional boundary of war, not a courtesy within it.
International humanitarian law draws a categorical line: civilians are never legitimate targets. Article 51(2) of Additional Protocol I states that the civilian population shall not be the object of attack, and the principle of distinction is recognised as customary law binding on all states (ICRC Customary IHL Rule 1). Deliberately attacking civilians is a war crime under Article 8 of the Rome Statute. The rule is absolute precisely because the temptation to breach it is perpetual.
