Are Universal Background Checks for Gun Purchases Effective?

The essay prompt
It is often proposed that every firearm sale, including private and online transfers, should require the buyer to pass a background check. Would extending checks to cover all purchases actually reduce gun violence? Set out the case and reach a reasoned conclusion.
The stance
Background checks at the point of sale are a reasonable minimum, but extending them universally is a weak lever against gun violence on its own. The evidence that the universal (private-seller) component reduces homicide is inconclusive; the records being checked are incomplete; enforcement of denials is almost non-existent; and the dominant harm, suicide, plus the structural drivers of violence, lie largely beyond what a one-off check can reach. They are necessary scaffolding, not a sufficient remedy, and where firearm deaths have genuinely fallen the cause has been comprehensive, rigorously enforced licensing, not a bolt-on check.
The case for
Checks demonstrably stop some prohibited buyers, and closing the private-sale gap removes an obvious workaround.
Federal NICS checks blocked roughly 112,000 attempted purchases in a single year (FY2017), each a person the law had already judged too dangerous to arm. If a barred buyer can simply turn to a private or online seller who is not required to run a check, the dealer system is only as strong as its weakest exit. Universal coverage closes that exit, which is a coherent and modest aim.
The case against
The specific universal (private-seller) component lacks the evidence that supports dealer checks.
RAND's review distinguishes sharply between the two: there is moderate evidence that dealer background checks reduce homicide, but the evidence for private-seller background checks (the very thing 'universal' adds) is inconclusive. The policy's effectiveness is being claimed for precisely the part the research cannot yet support, so the headline promise outruns the evidence.
